What are the 2027 UCR fees?
FMCSA published the final 2027 UCR fee rule on September 1, 2026 (91 FR 56063), effective October 1, 2026 — the same day 2027 registration opens. Fees go up roughly 20% across every bracket. A fleet of 6–20 trucks pays $333 for 2027, up from $276.
What does my fleet size cost in 2027?
The rule covers motor carriers, motor private carriers, freight forwarders, brokers, and leasing companies. Brokers and leasing companies pay the 0–2 bracket rate regardless of size. Everyone else uses the fleet-size brackets below.
Full fee schedule (plan.ucr.gov/fee-brackets):
| Fleet size | 2026 fee | 2027 fee | Change |
|---|---|---|---|
| 0–2 trucks | $46 | $55 | +$9 |
| 3–5 trucks | $138 | $167 | +$29 |
| 6–20 trucks | $276 | $333 | +$57 |
| 21–100 trucks | $963 | $1,163 | +$200 |
| 101–1,000 trucks | $4,592 | $5,548 | +$956 |
| 1,001+ trucks | $44,836 | $54,165 | +$9,329 |
| Brokers / leasing companies | $46 | $55 | +$9 |
The final rule notes these fees are still lower than what was in effect during registration years 2019 through 2022.
When do I have to register?
Registration for 2027 opens October 1, 2026 at plan.ucr.gov. Under the UCR Plan's schedule, participating states begin enforcement January 1, 2027 — that is the practical deadline. Register before the new year.
UCR registration is annual. Every covered entity registers every year, regardless of fleet size or how long it has been operating.
Who has to register?
Interstate motor carriers, including private carriers of property, plus brokers, freight forwarders, and leasing companies. Haul property across state lines, or broker or forward that freight, and you are in the registration population. The rule sits at 49 CFR 367.
My state doesn't participate in UCR — do I still pay?
Yes. Ten jurisdictions do not participate in the UCR Agreement: Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont, Wyoming, and Washington, D.C. Being based in one of them does not exempt you. You register through a participating state. Same fee, same deadline. A New Jersey fleet, for example, might register through Pennsylvania or New York.
Where do I register?
The National Registration System is at plan.ucr.gov. That is the official registration system.
